DRIVER TRAINING. (TWO PAPERS)

An opening address describes the road transport situation in South Africa, indicates the difficulty of the driving task in terms of accident risk, and emphasizes the need for training commercial vehicle drivers. It is suggested that the British system of training driving instructors and commercial heavy-vehicle drivers might be introduced in South Africa. This training is controlled and organized through the Road Transport Industry Training Board, which has the power to impose levies on road transport employers and to provide grants to the industry for training. Appended are statistical tables on aspects of road transport in South Africa: licensed commercial vehicles (1976), ownership of commercial vehicles by population group, upgrading of existing roads by road type (1968-1977), and injury accidents for white and non-white drivers by driver age and vehicle type (1978). A second paper on basic driver training enumerates the job responsibilities of truck and bus drivers, mentioning that standard job descriptions are lacking in South Africa, partly because the road transport industry is dominated by small, independent operators. Syllabi are presented for developing training schemes for heavy goods vehicle and bus drivers. Each course would comprise three phases (basic training, job training, and controlled experience), representing 80% practical and 20% theoretical instruction. It is suggested that transport companies unable to provide such driver training programs may wish to use such facilities as the Luipardsvlei Driver Training College at Krugersdorp or to cooperate with other companies in establishing a group training scheme.
