PRE-STANDARD VEHICLES COST EVALUATION OF THE 1982 PART 581 BUMPER STANDARD. VOLUME I

The consumer cost effects resulting from the implementation of FMVSS 581 was determined by a process of tear down analysis of representive vehicle bumpers. A group of 49 makes and models was selected representing 88 percent of the domestic and 55 percent of the imported vehicle sales for 1982. Components removed from the selected vehicles were used to establish the basic cost of the 5 MPH bumper systems. Automotive industry type manufacturing cost estimating techniques were utilized to develop the costs attributable to the systems.
