FIRST REPORT OF THE JOINT STANDING COMMITTEE OF THE PARLIAMENT OF NEW SOUTH WALES ON ROAD SAFETY RELATING TO ALCOHOL, DRUGS AND SAFETY. STAYSAFE 1. SECOND SESSION

The Joint Standing Committee of the Parliament of New South Wales on Road Safety (Stay Safe) was established to monitor, investigate and report on road safety. The general thrust of the recommendations is aimed at developing the concept amongst motorists that a licence to drive is a privilege - not a right, as appears to be generally regarded at present. In pursuit of this objective, the recommendations call for automatic disqualification for all drink-driving first offenders with the only let-out being the availability of section 556a of the crimes act for those in that category who have been detected driving at the lowest illegal level of alcohol (0.05 to 0.10). Additionally, it is recommended that random breath test stations also check licences but nothing other than licences. To gain maximum public acceptance and support of random breath testing, the committee firmly recommends it should be quick and painless for innocent motorists. Other recommendations relate to other drugs, vehicular countermeasures, equipment, enforcement and a special prescribed concentration of alcohol for first year drivers. (TRRL)
