DEVELOPMENT PATTERNS AND LOCAL ROADS

A study of the future construction of new urban local roads, aimed at developing some broad estimates of future investment in these roads was undertaken. Forecasts were developed by defining current relationships between the construction of local roads in urban centres and the construction of new dwellings. These relationships were then applied to housing construction forecasts for urban areas. While it is recognised that there are many factors influencing expenditure on the construction of urban local roads, such as differing development standards and changes in housing preferences and urban form, and even changes in the perception of the role of urban local roads, these changes are to some extent taken into account in the projections of dwelling construction. Given the unpredictable nature of the housing construction industry, a range of housing projections developed by the indicative planning council for the housing industry was used. By defining some of the relationships between road and dwelling construction and applying the relationships to the estimated ranges of future dwelling construction, it was estimated that the annual average expenditure on construction of local roads in urban centres will range between $244 million and $400 million between 1983 and 1996. More detailed estimates by state and shorter time periods were also developed. (TRRL)
