THE IMPACT OF ENERGY COSTS ON TRANSPORTATION IN LATIN AMERICA

On December 1 through 3, 1980, the Ministry of Public Works and Transport of the Government of Colombia and the Inter-American Development Bank jointly sponsored the Seminar on the Impact of Energy Costs in the Transport Sector of Latin American countries. The purpose of the Seminar was to bring together Latin American and international experts and officials to identify, review and evaluate the major issues and the corresponding consequences associated with the impact of scarcity and price escalation of energy in general, and petroleum in particular, on the transport sector. The format of the Seminar provided the environment for assessing the new energy situation on: (a) investment policy in the transport sector; (b) modal preference and development; (c) administrative and regulatory policies; (d) technology; and (e) impact of energy-related decisions in other economic sectors upon the transport sector. The Seminar was attended by policy makers and analysts representing international organizations and most of the Inter-American Development Bank's member countries, namely Argentina, Bahamas, Barbados, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Suriname (which joined the Bank in 1981 and thus became its newest member), Trinidad and Tobago, Uruguay, and Venezuela. It was organized into seven sessions, which included the presentation of a technical paper at the beginning of each session. In addition, the representatives of various countries presented written or oral reports regarding relevant policy development, plans, or other specific concerns in their countries. These Proceedings of the Seminar are organized into three main parts. Part I presents a summary of the Seminar, including its background and conclusions, based on the discussions and presentations which took place. Unless otherwise specified, this part refers to the Bank's member countries. Part II consists of the Technical Papers which were presented at the Seminar. Part III presents a Detailed Examination of Transport Sector and Energy Issues and Policies in four case study countries or sub-regions of Latin America. In addition, the official opening and closing remarks by the representatives of sponsors of the Seminar--the Government of Colombia and the Inter-American Development Bank--are printed after this introduction.
