Idaho Qualified Products List System Needs Study

The primary objective of ITD’s Qualified Products List management group is to streamline the product evaluation process and increase the ITD’s capability to evaluate and identify high performance products. The team has an existing software solution, but future developments require specific guidance on product type inputs, nomenclature, and other product evaluation workflows. The goals of this project were to evaluate ITD’s current software evaluation tool and to synthesize the best practices and lessons learned from other State Transportation Agencies. The research team created a summary workflow process map of how the QPL program is generally administered. Six new features or enhances were also identified, primarily centered on automation of certain components of the recertification process. Surveys were conducted of three stakeholder groups: Product Reviewers, Product Manufacturers, and State Transportation Agencies. Four potential options for ITD’s QPL software replacement emerged: 1) enhance or update ITD’s existing tool, 2) purchase off-the-shelf software, 3) develop a custom application integration with AASHTOWare SiteManager, and 4) automate the evaluation process and post a static approved product list. All options presented could meet ITD’s needs, whether they are an off-the-shelf solution, a completely custom-built solution, or somewhere in between. If ITD opts to seek an external contractor to replace the QPL program, it is strongly recommended that the procurement process allow the proposers to suggest any solution that best meets the State’s needs.
