THE COST AND IMPACT OF SMALL BUSINESS SET-ASIDE PROGRAMS IN CONSTRUCTION INDUSTRY
This report advocates exempting the construction industry from the Small Business Administration's set-aside program and its 8(a) program and restoring unrestricted competition to federal construction procurement or, failing that, revising the regulations to limit both the number and the size of contracts which can be used in the programs. This recommendation is made on the grounds that the U.S. construction industry is dominated, not by a few large firms, but many small family-owned businesses; and that, therefore, SBA's set-aside and 8(a) program are not appropriate and indeed are counterproductive, having renetted in higher costs, and adverse impacts on non-eligible construction firms while benefiting very few participating.
