Impact of Part-Time Shoulder Use on Safety through the Highway Safety Manual
Congestion in the United States (U.S.) has been worsening with increasing populations but minimal growth in total lane miles available. Active traffic management (ATM) strategies focus on optimizing the use of the current infrastructure before expanding it. Each strategy improves different aspects of the traffic flow, but part-time shoulder use (PTSU) adds the most significant amount of capacity to the roadway. PTSU utilizes the shoulder as an additional lane during periods of high congestion. As PTSU is implemented in numerous locations across the U.S., safety has been evaluated. However, the results indicating any possible beneficial or detrimental impacts have been mixed. This study plans on utilizing the Highway Safety Manual (HSM) to conduct a safety evaluation of the effects PTSU has on Interstate 476 (I-476). The HSM, while not made for PTSU specifically, can provide a generalized initial safety evaluation. I-476 is an interstate in the state of Pennsylvania being evaluated for future PTSU implementation in the Philadelphia region by the Delaware Valley Regional Planning Commission. This study aims to quantify the safety impact of PTSU on I-476 with the use of the HSM.
