Evaluation of Retrofit and Maintenance Schemes on Transport Infrastructure Based on VE Theory: An Example of Urban Bridge

Large infrastructure inevitably goes through update and maintenance. Different retrofit and maintenance schemes on infrastructure not only have different cost, but also have different degrees of influence on the society. Therefore, the development of a low-cost and weak-impact maintenance scheme is necessary. In this paper, based on the different degrees of deterioration, quality, and safety accidents, four retrofit and maintenance schemes on transport infrastructure: repair, reinforcement, replacement, and reconstruction are proposed with an urban bridge as an example, and evaluation of retrofit and maintenance schemes based on the value engineering theory (VE) is developed. The paper’s main content includes establishing an indicator system for evaluating the comprehensive impact and the estimation methods of maintenance costs aiming at different schemes in order to calculate value coefficient of different schemes. Comparison among retrofit and maintenance schemes based on VE can achieve the balance of government’s maintenance costs, residents’ satisfaction, sustainable development of infrastructure, and environment protection.
