SIGOP-III. USER'S MANUAL
This manual explains how to use the SIGOP-III signal optimization computer program. The program, which is written in FORTRAN, is designed to generate traffic signal timing plans for both grid networks and arterials. The program not only optimizes splits and offsets, and selects the optimum cycle length, it also outputs time-space diagrams. In addition to the normal measures of effectiveness associated with traffic flow, estimates of fuel consumption and vehicle emissions are provided.
