Development of a Train Schedule in Terms of Implementing the Transport Strategy
In accordance with the Transport Strategy of Ukraine for the period up to 2030 and the State Target Program for the Reform of the Railway Transport for 2010–2019 it is necessary to implement the Association of Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other hand. In this regard, the Ministry of Infrastructure has developed plans for the implementation of some acts of the EU legislation on rail transport, including the implementation of Directive 91/440/EU and 2001/14/EU and their respective roadmaps. These acts provide separation in the management of infrastructure and the organization of transportation on the basis of non-discriminatory access. To develop train schedules taking into account practical throughput, it is advisable to apply the principles of risk management theory.
