SERVICE OPTIMISATION AND ROUTE COSTING AND ASSOCIATED COMPUTER PROGRAMMES
In a review of the operational strategy of the West Yorkshire PTE the paper outlines reasons for the strategy and defines its responsibility for the provision of public transport which covers levels of service, type of service, financial control, and fare levels. A service optimisation method has been adopted to optimise the level of service throughout the country to make the most efficient use of resources to suit passenger demand. Methods used in this approach are detailed including computer programs employed to evaluate options: programs used in this application include rapp, tasc, map, smooth, vampires, tracs, trics, tram and raft - the purpose of each program is briefly described. Finally, the paper examines the overall financial strategy of the PTE and identifies two major elements of the financial process: 1) construction of the financial plan, and 2) assessment of route costing output.
