FLAT FARES - THE NEWPORT EXPERIENCE

The paper considers the case for flat fares generally with particular reference to operational efficiency and patronage, and also examines the results achieved in Newport where such a system has been in operation for seven years. The introduction of a flat fare system, with Autofare, a "no-change" policy and no tickets, in Newport has resulted in extremely fast boarding times, higher operating speeds and greater vehicle utilisation and, as a consequence, the general efficiency of the transport undertaking has been improved. The flat fare system has produced a gross profit on operations over the last five years and passenger levels have increased by 2-3% per year. The flat fare system was introduced in conjunction with conversion to "one-man-operation" (omo) and it is considered that this has assisted in the resulting faster running times.
