Ltd.; potential Canadian and U.S. government regulations; possible new product pipelines; the lower cost of VLCC shipment to Montreal compared with the use of smaller tankers to Portland, Maine, plus pipeline transit; proposed competitive projects (an artificial island off Delaware Bay, a Puerto Rican terminal, and a superport off Louisiana); and Canadian fears that a refining imbalance in Canada would result if exports to the U.S. should decline later.
