ANOTHER BIG U.S. REFINERY PLANNED
Foster Wheeler Corp. has been awarded a contract to develop preliminary economic, technical, ecosystem-protection, and maintenance data for a 200,000 bbl/day refinery to be built for Belcher Oil Co. adjacent to its deepwater terminal at Port Manatee, Fla. Frederic R. Harris Inc. has been awarded a second contract for concept and environmental assessment studies for a fixed-platform offshore-transfer station in the Gulf of Mexico 30-40 mi off Port Manatee. The $120 million offshore port will handle 326,000 dwt super-tankers offloading 100,000 bbl/hr through two 48 in. dia submarine pipelines. The $173 million refinery will process light Middle East crude to produce fule oil of less than 7% sulfur content, naphtha for SNG and petrochemical feedstocks; and by-product sulfur. Plans will permit doubling the capacity, to 400,000 bbl/day.
