Electric Vehicle Charging Concessions: A Contract Guide for Public Authorities
The objective of this document is to aid European Union public authorities in understanding concession contracts for electric vehicle charging infrastructure. The first part of the guide explores factors in making the decision to use a concession model. The second part delves into the structure and content of a concession contract, covering the following thirteen themes: duration; sites; design and installation; operation; payments and pricing; financing and public authority support; insurances; changes to the contract; compliance with laws and regulations; relief, compensation, and force majeure; liability for claims; early termination; and expiration of the contract. Local and municipal governments will particularly benefit from this guide, as responsibility for implementing electric vehicle typically lies with them.
