ROAD SAFETY POLICY AND THE INPUT-OUTPUT APPROACH

Short term road safety policy traces bottlenecks and reacts quickly aiming at maximum profit, sometimes disregarding adverse effects elsewhere. A long term policy tries to bring coherence into the traffic infrastructure system through directives, norms etc which may lead to investments without direct effects like a decrease in the number of accidents. The author describes the computer program effect which enables politicians and technicians to give priority to measures which gave most value for money. (Author/TRRL)
