STAFF PLAN OF TOTAL PORTS DEVELOPMENT PROGRAM, SOUTH CAROLINA STATE PORTS AUTHORITY
The purpose of the South Carolina State Ports Authority is discussed and evaluated from the time of its creation in 1942, how this purpose was translated into legal responsibilities, and the system of waterborne commerce that must function if the Authority is to fulfill its purpose. The Authority's past organizational structures are reviewed as they evolved out of this purpose. Present day long-range, medium, and short range objectives are given. (Author)
