As there is no monopoly in regional passenger transport, the railway is not controlled by State legislation in this area. Regional transport design should therefore be based on general economic factors and what is considered desirable. In heavily populated urban areas rail transport constitutes the backbone of the system; frequently however, buses or coaches are more attractive and economical.
