CHANGING DIRECTIONS OF PUBLIC TRANSPORTATION IN THE UNITED STATES
Although federal urban transit operating subsidies have relieved cities of some fiscal burden, they have also masked the gravity of transit's economic decline. The elimination of such subsidies is likely to force authorities to face fiscal realities and to attempt to reform local transportation. With shifts in urban population densities and travel patterns, public transit systems have continued to function despite reducing demand and without consideration of customer needs. With a gradual decline into insolvency existing transport systems are being questioned and transport arrangements re-assessed resulting in innovative ideas concerning transit organisation and financing. The author examines such developments in transit management and in particular, the growing role and involvement of the private sector. (TRRL)
