Road safety policy in Finland in the seventies was based on a programme suggested by the parliamentary traffic commission. The number of traffic fatalities declined by 50%. This success was mainly due to the adoption of speed limits at the time of the energy crisis. The worldwide shock caused by the energy crisis made these restrictive measures acceptable. Safety programmes for the 80's should take into account the increasing traffic volume and social and economic changes. (TRRL)
