EUROCODE EC7--THE PREPARATION OF A "BASE DOCUMENT"

The European Commission is coordinating the development of a series of codes of practice for building and civil engineering works. This paper describes the current state of the draft of the code for foundations, retaining structures and earthworks for steel and concrete structures. Outlines are given of the more developed sections; general principles, verifications of safety and serviceability and geotechnical data and spread foundations, noting some of the points which have caused debate. The format being adopted consists of short obligatory sections and explanatory "guide" sections. Figures and tables containing design data are included in annexes together with references to publications. It is not certain how these codes will be treated in law, and whether the legal status will vary from one nation to another. The author suggests that issues for debate might include the use of the limit state on ductile soil supporting relatively brittle structures and the use of the method of partial coefficients in allowing for geometric uncertainties such as stratum levels and water tables. The draft also emphasises the need for personnel of appropriate experience, should the code then be written solely for the use of graduate engineers. (TRRL)
