OFFSHORE CONSTRUCTION SPECIFICATIONS--AN ART IN ITSELF
Construction specificaations serve as a bridge between design and construction to produce the installation actually desired and designed. There must be a general understanding of the philosophy of design and the boundaries of optional procedure, and means must be provided for bringing engineers and bidders together to assure that all the real needs are clear and that the contractor will use acceptable schemes of construction. Pre-bid conferences and evaluations of costs and method can lead to an optimum level of total project cost.
