FIXING NORMS FOR PUBLIC URBAN AND REGIONAL TRANSPORT
NORMEREN IN HET OPENBAAR STADS- EN STREEKVERVOER
Regional bus services have been subject to a norm system since 1977. It is based on the actual bus patronage and therefore follows the demand rather than steering it. The article is based on a study on possible norms for urban bus transport. As the norms only will apply to the variable costs of the bus operator it is doubtful whether refined norms should be developed for this small part of the total budget. For regional services the norm system should be refined so as to include socio-economic and spatial characteristics and differences.(a)
