MODEL BRIDGE REHABILITATION PROGRAM--HOW BRIDGE-STUDDED ALLEGHENY COUNTY DID IT
Facing a $50 million bridge emergency, the Allegheny County Planning and Works Department concluded that a two-stage approach was necessary and had to be instituted immediately. The first stage was to be completed in an intensive five-year period of massive redesign, rehabilitation and replacement. The second and permanent stage was to be a continuous maintenance effort to keep the rebult bridges in the best possible condition. The county hired a consortium of three companies to run the program and supply all the needed staffing, technical and managerial capabilities. The management consortium was assigned the county's 45 major bridges with the county itself handling the remaining 150 minor bridges. The consortium/program manager assumed total responsibility for administering, supervising and expediting its share of the program. Other independent engineering firms, primarily in Pittsburgh, did the actual inspections and designs, with construction contractors performing the bridge replacement/rehabilitation tasks.
