STANDARDS FOR PUBLIC TRANSIT. PART I: CRITERIA FOR TRANSIT SERVICE
In 1977, the Toronto Transit Commission produced a set of transit service standards to facilitate evaluation of proposed route and service changes and to encourage meaningful communication with citizen groups. These standards provide objective measures for the evaluation of (1) transit access, (2) transit dependency, (3) travel time, (4) land use, (5) physical constraints, (6) operating performance, and (7) route economics. This article provides a brief description of the development of each standard, and details problems involved in the calculation of route-level profit and loss ratios.
