FIVE YEAR TRANSPORTATION DEVELOPMENT PLAN: SAN MATEO, CALIFORNIA
The purpose of the five year plan is to analyze, evaluate and establish needs in terms of both capital improvement and operating expenditures over a five year period. A description of existing services and background of the district is followed by an outline of the goals, service standards and performance measures. Since the performance measures are concrete and quantifiable they provide a criteria to measure attainment of the objectives. Analysis is given route by route to provide a data base that allows for evaluation and projection in terms of ridership service performance, and valid projection. The system has defined improvement goals in the area of: overall program improvement, service expansion for the elderly and handicapped, rail improvement, fringe parking, intercept stations, marketing, route action and vehicle and facilities.
