QUESTIONS TO DETERMINE TRANSIT'S STRENGTHS AND WEAKNESSES
This article briefly describes the Transit Vitality Index Audit, an internal management tool developed by the ATE Management and Service Company in 1981 to help transit managers identify and assess overall system strengths and weaknesses. The audit features fifty-five questions which rate the system's progress in five strategic areas: (1) improvement of management methods, (2) increase of political support and funding, (3) increase of operating revenues, (4) cost containment, and (5) achievement of economies of scale. Data from this assessment phase can be used to develop system goals, develop and implement action plans, and evaluate progress toward system improvement. Specific management objectives or targets are provided to illustrate each of the five strategic areas.
