TRANSITION PLANNING FOR MASS TRANSIT SYSTEMS
Section 504 requires that federally assisted transportation programs be made accessible to handicapped persons, including wheelchair users. A major requirement of the regulation is that transition plans for achieving program accessibility for the handicapped be submitted for federally funded mass transit systems. This study monitored that planning process at 16 sites that represented a variety of regions, urbanization levels, and transit types. Data were collected from the beginning of transition planning through February 1981. Most sites submitted transition plans on time. On the whole, the plans proposed to achieve program accessibility as mandated by the regulation. Several sites indicated that they would provide interim accessible transportation until their systems achieved program accessibility as defined by the regulation. Overall, however, the transition plans left a number of crucial issues unresolved.
