HIGHWAY PROGRAMMING ISSUES AND PRACTICES: PROCEEDINGS OF TWO CONFERENCES. PART 4: EASTERN CONFERENCE--PAPER PRESENTED BY ROBERT W. SWIETYNIOWSKI
The paper holds that a major overhaul of the programming process is necessary. A fresh look at the process and innovations are needed to make the programming process responsive and useful in economic terms. Areas which require this attention are noted and briefly discussed. These areas include the following: the selection and approval of project consultants; project review; federal funds; change in project priorities; private sector involvement; management and financial investment practices; and the need for flexibility.
