HAZARDOUS MATERIALS TRANSPORTATION RISK ASSESSMENT

A glossary of terms useful to the reader precedes part 1 of this paper, which describes various risk estimation methodologies along with their strengths and weaknesses. Approaches to risk evaluation and acceptance are also discussed. Part 2 considers some of the ethical and philsophical aspects of risk assessment. The meaning of "safety" and the concept of the justifiability of harm are tested. A plea is made for the use of systemic risk analysis in contrast to the current piecemeal application of risk analysis. Part 3 raises questions for consideration by conference participants. It is intended that recommendations for improvements in methodologies and implementation approaches will result.
