WHAT NEW SAFETY REGULATIONS MEAN TO THE PIPE LINE INDUSTRY

What new safety regulations mean to the pipe line industry is disclosed in an interview with W.C. Jennings and J.C. Caldwell, Acting Director and Deputy Director of the U.S. Office of Pipeline Safety, respectively, now in its second year and authorized to set minimum safety standards and enforce federal regulations. Procedures for reporting pipe line failures became effective 2/9/70; these were published in the Federal Register 1/8/70. New liquids lines regulations issued 9/29/69 will become effective 4/1/70; these are in a new Part 195, Chapter I of Title 49--Transportation, Code of Federal Regulations. New regulations for gas transmission and distribution lines are to be published 8/12/70, and specific proposed rules will be published in sections for public comment during the coming weeks.
