THE BUILDING OF TRACKS AND SECONDARY ROADS
The author recalls that the purpose of tracks (to open up areas, service tracks, agricultural tracks) is to ensure an all-weather means of communication. The advantages and disadvantages of private contractor and direct labour construction methods are discussed. A third formula is outlined, the "public/private formula" whereby a contractor is chosen after tendering, who places at the disposal of the administration labour force, equipment and vehicles. The firm is paid according to the number of hours the machinery has operated and the number of kilometres usefully covered by the vehicles on site. Comments are made on certain aspects of the method.
