METHODS OF HIGHWAY PROJECT EVALUATION IN THE NATIONAL TRANSPORTATION PLANS OF THE SOUTHERN CONE COUNTRIES OF LATIN AMERICA

All but one of the countries of the southern cone of Latin America (Argentina, Bolivia, Brazil, Chile, Paraguay, Peru and Uruguay) have undertaken at least one nationwide study in recent years whose objectives included the development of an investment programme in highways. This paper outlines very briefly the general modelling approaches used in these studies and the methods used for highway project evaluation. It concludes by assessing the adequacy of the evaluation criteria in the prevailing regional environment. (TRRL)
