TOLL ROAD AND ROAD USER CHARGES APPLICATIONS IN DEVELOPING COUNTRIES
Consideration of the merits of introducing toll roads and other forms of road user charges is becoming increasingly common in developing countries throughout the world. This paper discusses the practical advantages and disadvantages of introducing such revenue raising schemes, and the likelihood of their success in terms of offsetting road construction and maintenance costs. Reference is made to particular instances where such schemes have been or are being introduced. (TRRL)
