The four evaluation criteria of: B(best that can be expected with the existing conditions); E(easy-existing conditions are optimal for adherence to schedules); D(dragging, too much time allowed on schedules); and F(fast-reckless driving, not enough time on schedules) were applied. Performance indicators to determine cost, ridership and operating data included: total annual cost per employer; total cost per bus hour; total cost per bus divided by total; total cost per passenger; revenues per passenger; deficit by passenger; ratio of in-service hours to pay hours; revenue per bus mile; and operating ratio. Reporting, alterations of routes, variables, measures and standard of performance are examined in detail.
