STATUS OF THE NATION'S HIGHWAYS: CONDITIONS AND PERFORMANCE
This is the seventh in a series of reports submitted to Congress pursuant to Section 3 of P.L. 89-139 (Section 307(a) of Title 23, United States Code) which specifies a requirement for biennial reports on the present condition of the Nation's highways and the Nation's future highway needs. The purpose of the 1983 report is to describe what has transpired during the recent past in terms of highway financing and the resulting changes in highway conditions and performance achieved by capital investment during those years. The report also contains projections of investment-performance relationships through the end of the century and a discussion of issues specifically related to the Federal-aid highway program. It should be noted that the observations in this report were made well in advance of the passage of the Surface Transportation Assistance Act of 1982. Thus, the additional highway revenues which will be provided by the 5 cent equivalent user fee increase, and their expected significant impact on the condition of the Nation's highways, could not be entirely reflected.
