The regulatory framework for automated vehicles in Australia
The purpose of this paper is to present proposals on the end-to-end regulatory framework for the commercial deployment of automated vehicles. This framework consists of existing Commonwealth and state and territory frameworks, frameworks already agreed by ministers as part of automated vehicle reforms, and recommendations for in-service safety. The NTC undertook targeted consultation with key stakeholders to understand whether the regulatory framework will achieve national outcomes, potential gaps, and how it will impact on different sectors. The framework presented here incorporates feedback and includes final recommendations on the detailed content of the in-service Automated Vehicle Safety Law. It also identifies further work as the reform program moves to the next stage, which focuses on amendments to state and territory law to accommodate automated vehicles.
