NASS ESTIMATION VOLUME I: TECHNICAL REPORT

This is the final report describing an automated system for computing statistical estimates and associated sampling errors for items in the NASS analysis file. Most of the components of the system are programmed for the SAS environment. A primary feature of the system is the capability of estimating a wide variety of national statistics, from simple totals to complex transformations of data items, at the discretion of the user. The system computes sampling errors using the method of balanced half-sample replications. Additionally, the system permits the use of ratio estimation techniques, which may result in mean square errors below those obtained using unbiased inflation estimates. No software revisions are required as the NASS expands from 10 to 75 survey PSU's. The report discusses the use of a previously developed computer program to impute data values for NASS items subject to nonresponse. An experiment using the imputation procedure on 1979 NASS data is described, and the effectiveness of the imputation is summarized.
