Assessing the Value of Electric Vehicle Managed Charging: A Review of Methodologies and Results

Adoption of electric vehicles (EVs) is increasing, impelled by technological progress and concern for sustainability. But EV adoption on a large scale would have disruptive effects in transportation, with impacts on energy and electricity systems. Unmanaged EV charging could place stress on the existing grid infrastructure, creating challenges in operations, reliability, and planning. Effective management of EV charging can address such challenges, while the demand-side flexibility provided by managed EV charging offers potential benefits for the grid. Managed charging can support power system operations in both normal and extreme conditions, to the benefit of EV owners and other electricity consumers. But the costs of enabling these services must be measured against their benefits. The authors summarize the benefits of managed EV charging, with an overview of implementation and costs of managed charging in the United States. The authors also critically review the methodologies in analysis and modeling studies and quantify the cost-benefits of managed charging described in the reviewed studies. The authors derive several crucial insights on factors affecting the economic value of managed EV charging while identifying critical gaps and challenges in EV-grid integration.
