2020 FARS/CRSS Coding and Validation Manual

NHTSA has collected motor vehicle traffic crash data since the early 1970s to support its mission to reduce motor vehicle traffic crashes, injuries, and deaths on our Nation’s trafficways. The two data systems included in this Coding and Validation Manual are the Fatality Analysis Reporting System (FARS) and the Crash Report Sampling System (CRSS). The 2020 data coding year has brought substantial change to the FARS and CRSS data collections. Here are a few highlights of the most noteworthy items. The electronic collection software used by both FARS and CRSS to record the codes used for analysis has been replaced. The legacy Microcomputer Data Entry (MDE) has been replaced by the new Records-Based Information Solution (RBIS). The Vehicle Level has been reorganized to allow for the addition of six new data elements and the removal of one data element due to NHTSA’s implementation of the software used to interpret Vehicle Identification Numbers (VINs). The data element Person Type on the Not a Motor Vehicle Occupant level has been expanded to collect more specific types of non-motorists on motorized or non-motorized personal conveyances. Prior to 2020 the Related Factors on each coding level had coding limitations (e.g., Crash-Related Factors allowed up to three selections). Beginning with the data collection year 2020, the analyst/coder may select all Related Factors that apply to the situation.
