APPLICATION OF SECTION 15 AND CENSUS DATA TO TRANSIT DECISION MAKING

An evaluation and analytical methodology is presented for assessing the efficiency and effectiveness of transit policies and operations in urbanized areas throughout the United States. Development of the methodology utilizes 1980 data extracted from the UMTA Section 15 Reporting System and Bureau of Census files. Application of factor analysis and a conceptual model combine to form a suitable basis for identifying key transit performance indicators. Using standard statistical techniques, clusters of urbanized areas are formed within which peer-group comparisons of transit performance are found to be proper and meaningful. Central to such comparisons is the proper consideration of market and evironmental characteristics of the urbanized areas. Group averages and target measures based on regression models are complementary bases for establishing performance goals and for diagnostic purposes. The impact of policy variables on transit performance is also addressed.
