Evaluation of the EIB Support to Urban Public Transport in the EU (2007-2019): Thematic Report

This report features the results of the evaluation of support by the European Investment Bank (EIB) for urban public transport (UPT) in the European Union (EU) from 2007 to 2019. The evaluation was conducted by the Operations Evaluation Division of the EIB. Urban public transportation modes evaluated included metros, tramways, railways, and buses. All categories of EIB support were incorporated in the evaluation, which consisted of loans, blended finance, equity, quasi-equity, technical assistance, and advisory services. It was found that in general, the EIB adequately addressed the UPT needs of the EU, especially during the economic crisis that began in 2008. Three recommendations emerged from the evaluation: 1. The EIB should expand and enhance its monitoring of UPT project outcomes; 2. The EIB should strengthen its pre-project review and post-project estimate of ridership; and 3. The EIB should assess the feasibility of adopting an integrated client-based approach. In the future, the EIB plans to adapt its methods and products to achieve more environmentally sustainable UPT technologies.
