ITC Recommendations for Enhancing National Road Safety Systems
This report summarizes the recommendations from the Inland Transportation Committee (ITC) of the United Nations Economic Commission for Europe for strengthening the national road safety systems of Member States. There are five pillars to road safety: road safety management (the bridging pillar), safe users, safe vehicles, safe roads, and effective post-crash response. Specific recommendations are given for each key action area (legislation, enforcement, education, and technology) as it intersects with each pillar. All recommendations are supported by relevant international regulations. The ITC's recommendations serve as a benchmark for developing robust national road safety systems. The ITC plans to review the recommendations every three years and update them if necessary. Each Member State is expected to develop an implementation plan and an assessment plan to determine the effectiveness of completed actions in reducing road traffic fatalities and injuries.
