SELECT COMMITTEE ON SCIENCE AND TECHOLOGY. ENGINEERING RESEARCH AND DEVELOPMENT. SESSION 1982-83. 2ND REPORT. VOL. 1

This report describes the present position of research and development in industry, outlines government support for R & D, and research in the universities in support of industry. International comparisons are made, and the following aspects: profitability and investment, private sector development finance, accounting practice, and the European Community are discussed. Recommendations are put forward as regards: a better use of resources (national guidance, selectivity), financial help for innovation (private sector finance, more government sponsored research in industry, flexible rates of grant, research requirements boards, spin-off from defence research), management (management and engineering, the status and training of engineers), improvements at the university/industry interface (future role of universities, interchange of staffs, science parks, teaching company and other schemes), and organisational support for innovation (an engineering development council, public purchasing). Other conclusions and recommendations concern: government research establishments, changes in the grant schemes, dissemination of R & D, British standards, small businesses, publication of government statistics of industrial R & D expenditure.
