There is a need for productivity measurement in planning, design, construction and also within maintenance activities. Productivity measurements are of particular importance as an instrument for long-term improvement of production methods since they give information as to which activities should be studied and improved first. Measurements based on prices may give very unsatisfactory information about real changes in productivity since prices are influenced by the market situation. Purely "technical" measurements of the resources used, such as man hours, would be preferable. However, in order to calculate total productivity, which involves all the resources, the prices of the resources have to be included. The most suitable type of unit for measuring construction concepts could be simple units, in some respects very similar to capacity. However on a national level more complicated units may be needed such as the Norwegian method based on the Cobb-Douglas function or the Finnish method "output road". In this study the practical use of productivity measurements has also been considered. (TRRL)
