PARATRANSIT: A REVIEW OF SELECTED CONNECTICUT PROGRAMS AND COMPARISON WITH NATIONAL EXPERIENCE
Paratransit services in Connecticut offer a wide spectrum of operating characteristics and serve many diverse groups. Modes serving the commuter are generally efficient in terms of dollars and energy costs, having been implemented with little effort and requiring little subsidy. Modes serving the transportation-disadvantaged are neither cheap nor efficient from a strict transportation standpoint. They are probably the only feasible alternatives; their primary role is a social service. It is concluded that any further evaluation of the state's systems should be on the basis of operating statistics in this report. For programs serving an area having great variations in population, dispatching and routing strategies for areas of different density should be examined to assure comparable efficiency and client service. The measure, great circle passenger miles, should be used in program monitoring. User-side subsidies may be the more efficient mechanism for support of taxi services. Coordination is needed between social service providers, clients and the general public. Support should continue for support of ConnDOT and non-profit brokerage in promoting carpooling and vanpooling. Greater utilization should be made of 16-B-2 vehicles for services incidental to their elderly and handicapped functions.
