CUMBERLAND PLATEAU PLANNING DISTRICT TRANSPORTATION SERVICE PLAN
Public transportation services in southwestern Virginia were found to be minimal, inefficient and duplicative. Goals of this study were to identify potential transportation for disadvantaged persons and recommend a program for efficient and effective delivery. Specific targets are elderly, handicapped and economically disadvantaged. A transportation council would be created, incorporating membership of all transportation providers and interested groups. Participation would be voluntary but with a large percentage of the population considered to be disadvantaged, much support is anticipated. The council concept would not require agencies to invest in the venture without a guarantee of a return benefit. A clearinghouse would be established through which participants could purchase fuel and parts. Other responsibilities would include publicity for activities, function as a central information center, preparation of funding applications and coordinated scheduling of vehicles. The plan is not intended to solve all the needs of the transportation disadvantaged but to create a mechanism through which this eventually can be achieved.
