TRANSIT PERFORMANCE AUDIT GUIDEBOOK

This document is designed to be utilized by regional transportation planning agencies in the State of California who are responsible for reviewing and evaluating the productivity of their public transit operators. These audits are required under the state's Transportation Development Act as a condition for financial assistance. This manual was developed to assist in this process. It is organized into four major sections: (1) Methodology, which provides a conceptual overview of the entire performance audit process; (2) Selection of Independent Auditor, which focuses on the regional transportation planning agency and operator responsibility in selecting the auditor, initiating the audit, and estimating the job scope; (3) Pre-Audit, which outlines the steps to be undertaken in a high-level diagnostic review of overall agency performance including performance indicator analysis, goals and objectives interviews and key document reviews; and (4) Functional Audits, which contains detailed work plans for auditing the performance of agency functional departments including Transportation, Maintenance, Service Planning, Management Reporting, Budgeting and Financial Planning, Purchasing, Marketing and Public Relations, Personnel Management, and Risk Analysis. The document also includes an extensive Glossary of transit terminology used throughout the guidebook.
