DRIVER SAFETY
The Committee on Commerce, Science, and Transportation, to which was referred the bill (S.2158) to amend title 23, United States Code, to authorize and direct the payment of an incentive grant for highway safety programs to any State in any fiscal year during which the statutes of the State include certain provisions relating to driving while intoxicated; to establish a national driver register; and for other purposes having considered the same, reports favorably thereon with an amendment in the nature of a substitute and an amendment to the title and recommends that the bill do pass. This legislation is intended to encourage and assist State and local efforts to reduce the loss of life and serious injury caused by drunk driving. The bill, as reported, provides financial incentives for States to enact a comprehensive two-tiered anti-drunk driving program consisting of certain basic elements. It would also help State licensing officials identify drunk drivers and other serious traffic offenders by upgrading the National Driver Register (NDR) from a slow, manual system to a quick, electronic system.
